Simple conversion fix for cart form

Hey,
I've been watching hotjar sessions and noticed that most of the customers outside USA get confused when they see State/Region dropdown with default American states. We could simply switch the order of these fields: first should go country, then state. Maybe that would help with conversions also

The country should be automatically recognized by customers IP address and pre-selected from the dropdown menu. This would be very good and avoid misunderstanding that we only sell to USA.
