Hide shipping costs until an email address is entered

How can I do this? The option Hide shipping costs until an address is entered doesn't work like this. If I choose my country, I can see the shipping costs.

Anyone knows how to do this?

I'm doing Free Product + Pay shipping method and I want to grab customer's emails if they don't buy it so I could send them a new offer
