It's usually one click through your host control panel. I had issue with installing Ioncube loader but Siteground chat helped and now running PHP 7.2 with 7.2 version alidropship all good.

It depend, some host provider like Siteground, you cannot activate ionCube Loader your self, you need to let them activate it and sometime it is so complicated for them. In some like my host provider you can easily activate it in cPanel. You need to ask help from your host provider.

It depend on the webhost. It is easy in some that a user can set it, but in some it is complicated like Siteground, even their techs were having a hard time on it.
