If you are talking about first hand, my site was with Siteground. You search the forum, I am sure you will see my long post about Siteground. I have been with different host providers, Siteground may not be the the worst, but definitely it is one of the worst.

So I contacted SiteGround, who's hosting for me, and found out I didn't have the File Manager Tool. They installed it for me in CPanel and I'm now working on that.
