As already mentioned you would need 2 PayPal accounts for testing.
I found if you charge shipping and do not use the store default currency you will get this screen from Paypal.
eg your store is USD and you changed as a customer to GBP then you get the error but if you leave it at USD than it...

I agree with you on heavy Items but I do not have heavy Items in my store.

It should not work that way as it makes me loose sales.It should only charge ONCE the shipping fee per order or slightly more per item not whole shipping fee.
Example.
I f I sell earrings and charge 3$ shipping then the customer orders 3 of the same earrings it would cost 9$ for shipping this...
Hi I just updated the plugin (0.9.15.1) and it is now adding the shipping cost per item
eg the customer ordered 2 items at 10$ plus shipping 2.50$
At the checkout it is 20$ plus 5$ shipping
Instaed of 20$ plus 2.50$ shipping
I mean a Paypal Express checkout button on the checkout page NOT on the single product page.
So if the customer ordered 3 different items he only needed to click on the PayPal express button without inserting painfully on his mobile phone his shipping address.
Still no option to use PayPal Express Checkout so the customer does not have to login or fill out the shipping address as it will take it from his PayPal account. This would make sales easier and would result in less abandoned carts
Most buyer will not register they only like to buy with one click.
Some do return yes but in the beginning they are new and have to enter their address and will walk away.
Also they might come with a different device so their info is not automatically entered.
