Worldwide free shipping - not all countries

If I put offer Worldwide FREE shipping, how do you deal with the countries that seller charge shipping fee? For example, a product cost USD40 in Aliexpress, the shipping fee is free by e-packet to few countries only. Whereas other countries, the shipping fee varies from few bucks to USD40+. How am I going to make a profit if I am selling the product for USD80 and someone places an order from a country where seller charge USD40 for shipping fee? Any suggestion? Thanks.

In WooCommerce version, you have shipping zones. It is easy, just define the shipment methods to selected countries. However, in the normal version, you can't.
