I got a hit from Google Analytics coming from Samara Oblast. It seems that it is a tiny region in Russia. Anybody with any insights?

Is it a guy called Vitaly? I used to get hits from him almost daily on one of my sites. He's a Google Analytics spammer.
He's very irritating, but harmless
