I have people creating accounts on my site without buying anything. Do you guys have any idea why they are doing this and how can I market to them?

It's totally normal. Just check if they aren't spammy accounts (like dfss453@yahoo.com). You can add them to your mailing list which is not really "legal" because they didn't subscribe but that's an easy option. But instead of all of that, focus nowadays on Facebook retargeting with FB Pixel and FB Messenger notifications & chat.
