Shipping Options (for someone with intermediate or expect experience)

Can you give me some advice on how i setup my store with worldwide shipping with ePacket. for Example, I have come across items that has ePacket in France but not in Italy and have a customer who orders from Italy but i don't want ship without ePacket. Would i have to have to do this manually and go into each country in shipping option and where there is ePacket is available and advertise accordingly, this will take so long if this is the case. See attached, for this particular product, shipping via USA, there is ePacket available but not for France and obviously this is only for two countries, if i were to sell in 20 plus countries, how would i translate this to my store
