The reason is i have no Idea what going in your site (without to see your setting ).. you don't provide the screenshot I ask for and I must to guest..

So if i take your word is nothing wrong in your setting(which sure is something wrong ) then the only possible proplem is that. Make it public and check your licence ,then you put it back in maintained mode again.
