I placed the credential like in:

API username
API password and Signature (seller e-mail also)

they are all there and set up corectly.
Please advice further what to do with paypal payments.

There might be some payment gateway issues. Try different ones. For some countries there are some rules. like for Russia. if someone from Russia wants to buy, there should be a correct payment gateway, that said if you set that, no one else could by from you besides the Russian residents.

i have a verified paypall account that is working since '09 in my country perfectly well.
I'm from Romania and only want to sell in Romania.....
