Also, same issue...

"We are sorry, we were unable to successfully process this transaction."

How was this solved?

Mine haven't been solved yet. At the moment, I'm using 2checkout account to receive payment from customers as it accept both credit cards and Paypal payment as well. It is so weird that Paypal payment is successful via 2checkout gateway instead of Paypay gateway itself.

This is what Paypal say about it. It has something to do with how the developer execute the function when do checkout. Seems like there is another function to execute in case the standard one failed.

From Paypal documentation:
Timeouts
A timeout situation occurs if an API operation's completion status is not known or the buyer navigates away from the page that receives the response before PayPal completes the operation. You must not ship goods before receiving a valid transaction ID, which indicates that PayPal accepted the payment.

It is safe to execute the API operation again if the status is not known. In the case of DoExpressCheckout, you can execute GetExpressCheckoutDetails and examine the CheckoutStatus field. Any value other than PaymentCompleted indicates that the payment has not completed. You should not ship goods until you receive a valid transaction ID from calling either DoExpressCheckoutPayment or GetExpressCheckoutDetails.

Yes of course I did put all API info correctly in the plugin setting. But, seems I have no lucky to get it work. Luckily, I've another payment method (2checkout) to recieve customer's order. The good thing is, it accept Paypal payment as well. You can check my site and test the checkout process.

For my case, they did not ask for dropship agreement because I did not mention dropship for my business type. (I strongly advise never mention dropship for your business type because most of merchants will reject your application). Instead, I put my business type as local business and they only request for my utility bill for proof of my address. They would ask you to put the address in your website also for final verification. Once verified, you should apply for Payoneer card so that you can withdraw the money from 2checkout. Payoneer support will also request the same thing (utility bill for proof of address).

Thanks Buddy @Glady it was a great help.. While filling "Tell us about your business..." part, in field - Primary Product/Service, there is no option of selecting Local Business.. So should i select - Other ?
and in "Business Description" what should i write then, in this case..

I'm sorry I can't recall what I put for "Business Description" when I register for 2checkout. As long as you do not mention about "dropship" or "reseller from china or other country", I think you should be okay. And do remember to put Business Type as "Sole Proprietorship".

Hi, thanks buddy. For facebook & instagram likes/followers, I did not put any effort on it. All done by AI bot - Social Rabbit. This is a powerful and human-like social page assistant plugin.

@Glady i guess i should select " Other" under product and services tab. And in business description, should i copy my about us page like, " We are a team of enthusiastic entrepreneurs who decided to convert their common experience into this web store. We hope you’ll like it as much as we do and have a great shopping experience here. Our prime goal is to provide a shopping platform, in which you can easily find & buy whatever product you need."

Any changes/suggestion would be appreciated.
Thanks.

I'm doing the same as well. But, I think the normal checkout via PayPal also cURL using Paypal Express function. If you notices every time you do checkout, you can see "express" in the link address. Luckily at the moment, I'm using 2checkout to accept both Paypal & credit cards payment from customers with zero problems.

By taking example from my niche, you can put something natural like "We are Christian store that sells Christian merchandise and will be happy to expand our business by selling online and shipping to worldwide."

That's how I put mine. The most important thing is, be polite. Because the one that will review your application is a real human, not an auto-bot.
