How you will sent the money if your card it declining? LOL

Did you try to pay thought PayPal?

If is not working you will need other card or contact your bank.

If your card declined, the money didn't go through, so that's why they won't repay you. Because you haven't paid yet

Your bank may have some restrictions on online transactions. In this case, you should contact the bank to find out the reason for the refusal. In many cases this helps.
