How To Do Fulfillment?

I clicked automatic and it directs me to the page to fill in payment details. The customer is located in the United States and her address is there but when i enter the payment details (which is my own card details), the billing info cannot be changed(billing info is the customers shipping address and can only change within USA, Canada only). How do i change billing info to my country and get the order shipped out? it doesnt work manually or automatically...appreciate some help
