How to Create a Page at Footer of Rembrandt Theme?

I want to add an "Instructions" page from a link with all the other links such as "About Us", "Privacy", Terms & Conditions" etc.
How do I do that?

You can create the default pages and menus by clicking Create button in Customisation -- > General.

Okay, when I do that, I get a red "No changes have been made" wanring sign at the top!
