Brazil is an important market for ali-express and I see that there are many buyers from that country.
I would recommend looking for the product in other sellers, to see if they do send it

I doubt it. E-cigs are banned in Brazil and many other countries as well. It's probably an AliExpress policy, not the particular seller's.
