Can't expand or drag widgets?

Hi,
I can't expand or drag widgets to the right-side panel.
It seems as though the widgets are stuck.
I deactivated all the plugins, but it hasn't helped.

Your question is not clear .what do you mean?
Try to explain it better with screenshot, also provide what theme do you use, this is the only way for someone to be able to help you.
