Bug with Slashes appending to my URL's

Here is a screen shot of another issue I'm having. I want to add a link to a shipping field but I'm having a hell of a time.
Can you please help?

Everytime I edit and save more slashes are added!

The same happens in abandoned cart email body's. If this could be fixed that be great, so I can have the same look for my notifications and abandoned cart emails.
