AliExpress Cashback - EPN Aliexpress are they a Russian company?

Is epn.bz a Russian company?
When I login there the default language is Russian.

BTW, they refused me an account, basically saying come back when your site has more traffic.
So I can't even test the cashback feature in AliDropship Woo.

When I click create deeplink I get

And why is AliExpress associating with a Russian company anyway.
Whether they know it or not, it's bad for their reputation and business.

Considering most countries on Earth have disassociated themselves with Russia for obvious reasons.
