Header Bar and Footer Colour Change?

I just wonder why it's still not possible to change header bar and footer background colours? It just makes no sense.

Same goes for site background colour too, would be better to have more variety to be different from other stores.

Clean, uncluttered background's are the recommended way to go these days. For God's sake, don't go using a background image. That went out years ago. If I was you ... I'd leave it alone.
