Atlas is a service from Stripe, this service as you can see on their site includes forming a company in the US, getting you a bank account, tax id number (EIN), and also your very own STRIPE account. So when you sign up with them you will get Stripe as a gateway

So I resolved this issue the following way: Had my friend open a Venezuela Paypal Business Account, after the registration he had the API options enabled and plugged those in to the alidropship plugin, we will do some testing and see, but so far seems to work.

yes, you will need to file and pay taxes regardless if you are in or outside the US. Stripe Atlas is a good option it seems to open an LLC or C Corp and get a US Bank account as well
