Question about product menu path

Under Appearance=>Menus=>Product Categories, I created 2 levels Product Category, hover over on Home Page like this:
> Kids > Shoes
> Toys
After click on second level product category (Shoes), it changes to this:
Home > Shoes
which is missed the top level product category (Kids), it should be this:
Home > Kids > Shoes
So what's wrong I did, I only edited top and second level menus in Product Categories section, nothing in Categories section. Should I do the same structure in Categories section as well?
Any ideas to fix this issue? Thanks.

It sounds I need to create a Categories first somewhere and I keep clicking everywhere in my WP-Admin to try find a section to allow me to add/edit the Categories, pretty much like play a puzzle, anybody knows it, I only can find the Products=>Product Categories, where I can add /edit Product Categories but Categories.
