Checkout problem

Hi, at the checkout process I get this error message :

“Sorry, it seems that there are no available payment methods for your state. Please contact us if you require assistance or wish to make alternate arrangements”

My payment method is set up with paypal express checkout which is displayed when i'm still in the cart page,
but when i click proceed to checkout i receive that message.

If you have an idea on how to solve this this please let me know

Have you done the set up of Paypal payment gateway? Paypal account, Paypal API added to your site, etc.?
